GOVERNMENT APPROVES THE
INTEGRATED
CCOUNTING SYSTEM MODEL |

The Business blueprint phase is over. The IFMIS
team delivered the Blueprint document on the
15th of June 2007
to GRZ for approval. The
document was approved on the
12th of July 2007.
During the
Business Blueprint phase the business requirements for the
implementation of the IT solution were documented. The work was
carried out through interviews and business process workshops,
supported by questionnaires and graphical business process
chains. During these meetings, GRZ current business processes
and SAP best practices were analyzed and consolidated. As a
result of the above meetings, the IFMIS Blueprint document was
finalized as a “Unique Model” for implementation in all the
Ministries, Provinces and Spending Agencies ( MPSAs).
The blueprint is
a critical step in the implementation process where decisions
that bind the implementation of IFMIS have been made by GRZ. |
IFMIS a fundamental business change project
|
“IFMIS should not be regarded as an
IT project as is usually the case. IFMIS is a Fundamental Business
Change Project, which is critical to Governments undergoing
reforms. Government is modernizing the fiscal processes using
better methods, techniques and information technology, through the
implementation of the IFMIS project that should lead to instant
access of transactional information across Government. This should
assist Government achieve the expected benefits since it will
permit the reduction of current business processes across multiple
units/departments or Ministries and reduce business cycle time
from weeks to hours. All these improvements will translate to
increased controls, accountability, transparency and cost
reduction in the operations of the GRZ. It is important to note,
however, that IFMIS is only a means and not an end in itself as it
requires the concerted efforts and commitment of the Zambian
public servants to succeed.
IFMIS will provide Government the
opportunity to improve Government operations in such a way that it
is able to strategically manage its financial resources and
enhance its accountability. The ability of Government to achieve
these goals will determine the extent of success of the IFMIS
implementation” says

The IFMIS team, which is composed of Government staff
supported by SOLUZIONA Consultants, has defined the Blueprint
to best fit GRZ’s requirements. This definition consisted of 3
stages involving more than 300 key GRZ staff from the 8 pilot
sites. The Government staff participated in different tailor
made workshops to define the 141 reengineered
processes

KICK OFF
On 15th November 2006, IFMIS (Integrated Financial
Management Information System)
was contract signed between the Government of the
Republic of Zambia and the leading Spanish
consultancy (SOLUZIONA)...R

The supplier (SOLUZIONA) is on the ground
with experts
in different fields who started
working in joint collaboration with
IFMIS team on the 8th of
January 07

The deployment of the system will be done in
phases.
Early next year the system will be
operational in 8 pilot sites. The purpose of
the pilot is to verify the operation of the
system and the impact on the operations. The
pilot sites are representative of all the
Ministries, Provinces and Spending Agencies
(MPSAs) where the system will be finally
implemented. The roll out of the system to
the rest will be carried out progressively.

IFMIS on the
road...
The blueprint phase started on
1st February 07 with the participation of 44 key GRZ
staff in
workshops at the IFMIS Offices, Government complex,
Kamwala. The workshops started for the
key and the core Users. There will also be meetings,
briefings, interviews, etc, with different
stakeholders throughout GRZ......
