Policy, Research And Standards

The department is responsible for research and standards and provision of guidance on matters related to public financial management policy including the review of public financial management regulatory framework. It is also responsible for preparation, follow up and maintenance of an updated record of Treasury Minutes and compilation, management and analysis of expenditure on personal emoluments for all MPAs and Constitutional and Statutory offices to ensure inclusion in the Financial Report.

The key result areas for the Policy, Research and Standards in 2022 include:

1. Conducting research in new financial management;
2. Providing advice on matters relating to accounting policy and general financial management to enhance prudency in the management of public financial resources.
3. Monitoring the operations of the decentralized accounting units in MPSAs ;
4. Coordinating the formulation of policies and legislation;
5. Providing advisory services to the Public Accounts Committee of the National Assembly for informed decision making;
6. Conveying PAC recommendations to MPSAs for follow up action;
7. Preparing Treasury Minutes on the follow up action taken by MPSAs for submission to National Assembly.
8. Compilation and analysis of expenditure on personal emoluments for all MPSAs ;
9. Management of constitutional office holders’ payroll;
10. Formulating asset and liabilities management policies for the Government; and
11. Monitoring of Government assets and liabilities to ensure that they are effectively managed
