Public Private Partnership

The programme is to promote and facilitate for the provision of infrastructure and effective delivery of social services through Public Private Partnerships in order to ensure that there is economic growth through enhanced productivity, improved competitiveness and wealth creation. The sub programme through the identification of Public Private Partnerships provides for viable means of infrastructure development that can effectively address the constraints of finance and management faced by the public sector. Furthermore, the sub programme ensures that the public sector streamlines the government’s function to that of facilitation, monitoring and evaluation as well as ensuring efficiency and accountability.

1. To review the PPP policy in order to formulate technical guidelines and regulations for effective implementation of projects;
2. Undertake the timely planning and technical coordination of the procurement of PPP projects in under to ensure sustainable socio-economic infrastructure development and management;
3. Effectively undertake the project appraisal process in order to assess the technical feasibility of PPP projects;
4. Conduct financial analysis of PPP projects in order to assess their viability;
5. Provide legal and contract management services in order to protect and safe guard the interest of Government in PPP initiatives and projects;
6. Undertake the monitoring and evaluation of the PPP projects in order to facilitate implementation of appropriate interventions;
7. Provide public relations functions in order to disseminate information on PPP initiatives and project; and
8. Provide advisory services to Government and other stakeholders in order to facilitate effective decision-making.
