Investment and Debt Management

The Investment and Debt Management Department is responsible for mobilising necessary loan financing to support the implementation of Government Programmes. The department is also responsible for effective monitoring and evaluation of the performance of Government investments and the management of Government’s debt stock, both domestic and external. The Sub-Programme will also ensure responsible managing of a comprehensive database for the country’s national debt (both internal and external), meeting debt service payment obligations and is involved in the operations of the capital market in order to satisfy Government cash flow requirements.

The Key result areas for the Investments and Debt Management Department include:

1. Contraction and management of the national debt within sustainable levels in order to meet Government’s financing gap;
2. Formulating policies, strategies and guidelines on the contraction and management of domestic and external debt;
3. Coordinating the issuance of government guarantees in order to facilitate financing of government development programmes and projects;
4. Undertaking debt portfolio analysis to assess the long-term sustainability of borrowing;
5. Formulating policies on government investments in order to ensure effective management and optimisation of returns on investments; and
6. Establishing and managing an efficient governance and effective performance monitoring and supervision framework of government investments in order to ensure sound corporate governance and maximum returns on investments.
