Dr. Situmbeko Musokotwane has been the Minister responsible for Finance and National Planning since August, 2021.
As the Minister of Finance and National Planning, he is at the forefront of Zambia’s economic transformation agenda which has decentralised resources, bringing them closer to local communities, ensuring that development is taken to all parts of our country. At the end of 2021, he successfully led discussions for Zambia to reach a Staff Level Agreement with the International Monetary Fund under the Fund’s Extended Credit Facility which envisages the provision of financial support to Zambia amounting to US$1.4 billion. In September, 2021, he assumed the presidency for the East and Southern Africa Anti-Money Laundering Group (ESAAMLG), a position he will serve in until September, 2022. The Minister has also led the development of Budget 2022 which laid the foundation for many social and economic reforms the country is currently implementing.

Between 1995 and 2011, Dr. Musokotwane served in various senior positions in Government institutions. During discussions around the Highly Indebted Poor Countries (HIPC) debt relief process, he served as Economic Advisor to the Minister of Finance. He has also held the following positions of Deputy Secretary to the Cabinet for Finance and Economic Development, Secretary to the Treasury, Economic Advisor to Zambia’s third Republican President, and Minister of Finance and National Planning for Zambia.
Throughout his career he also held senior positions at the Bank of Zambia where he served as Advisor to the Bank Governor, Director for Economics, Director for Financial Markets and Deputy Governor. While at the Bank of Zambia, he facilitated the re-introduction of Treasury Bills and Government securities auctions in Zambia, along with the introduction of Open Market Operations.
Dr. Musokotwane has also authored and co-authored published works in monetary economics and worked as a lecturer of Economics at the University of Zambia. In addition to his duties as the Minister of Finance and National Planning, he serves as Member of Parliament for Liuwa Constituency, Western Province of Zambia, a portfolio he has held since September 2011.
He is the Chairperson for Economy and Finance Affairs in the ruling United Party for National Development (UPND). Dr Musokotwane holds a Bachelor of Arts Degree in Economics, a Master of Arts in Monetary Economics and a Doctorate in Monetary Economics.
Mr. Kennedy Musonda has over 28 years public sector financial management experience that includes seven years working as freelance at a development consultancy in a number of countries in Sub-Saharan Africa and in Hashemite Kingdom of Jordan, with the European Union (EU) and the World Bank.
He has also worked through various ministries as Head of Accounting Unit that includes Ministry of Finance (Investment and Debt Management), Ministry of Education, Ministry of Youth and Sports, Ministry of Home Affairs and National Constitution Conference (NCC) among others.
Mr. Musonda earlier worked as Accountant General for the period 2008 to 2012. He has worked on several reform programs that includes Macro -Economic and Institutional Assessments, Treasury Single Accounts, Integrated Information Systems and Assessments, Payroll Management, Internal Control Enhancements, Domestic Debt Management, Public Sector Revenue Management, Public Sector Financial Reporting, Public Sector Financial Management Policy Development and Various Public Sector Innovations.
Mr. Kennedy Musonda is a Chartered Accountant and Senior fellow member of the Zambia Institute of Chartered Accountants (ZICA). He is also fellow of the Certified Chartered Accountants (ACCA) and has a Master of Science (MSc) Degree in Finance and Financial Information System from Greenwich University in London, United Kingdom, and a Diploma in Accountancy from the Copperbelt University in Kitwe, Zambia.
Mr. Trevor Kaunda has extensive experience in leadership and management.
Mr. Kaunda has held several positions as Permanent Secretary for the Ministries of Labour and Social Security, Lands and Natural Resources, Energy, National Development Planning and currently Finance and National Planning. He was also Permanent Secretary for Management Development Division at Cabinet Office. During his current tenure at the Ministry, he has successfully supervised the mid-term review of the Seventh National Development Plan (7NDP) and the annual performance reviews for the 7NDP. He also supervised the finalisation of the Eighth National Development Plan (8NDP) which will be implemented from 2022 to 2026.
Mr. Kaunda also led and sat on several boards in his career, where he was instrumental in bringing transformational change to the boards he served on, including the boards of the National Pensions Scheme Authority (NAPSA), Pensions Insurance Authority (PIA), Workers’ Compensation Fund Control Board (WCFCB), ZSIC Limited, Public Service Pensions Fund (PSPF), Citizens Economic Empowerment Commission (CEEC), Zambia Development Agency (ZDA), Zambia Forestry and Forest Industries Corporation Limited (ZAFFICO) where he served as interim Chairperson, Zambezi River Authority (ZRA) where he served as Co-chairperson, Tanzania Zambia Mafuta (TAZAMA) where he served as Chairperson, ZESCO limited, Indeni Petroleum Refinery Company Limited, Rural Electrification Authority (REA) and the Zambia Institute for Policy Analysis and Research (ZIPAR) where he is currently serving as interim Chairperson.
Prior to joining Government, Mr. Kaunda worked in the insurance and pensions industry for 12 years. During that time, he worked at the Mukuba Pensions Trustees limited, Professional Insurance Corporation Zambia limited (PICZ) and AON Zambia limited. Upon joining Government, he was appointed as Director for Social Security at the Ministry of Labour and Social Security in 2008, a position he held until 2012 when he was appointed as Permanent Secretary for the Ministry of Labour and Social Security.
Mr.Kaunda has a Bachelor of Science degree in Mathematics from the University of Zambia and an executive MBA in leadership and wealth creation from the University of Lusaka.
Mr. Mukuli S. Chikuba, Permanent Secretary-BEA
Mr. Mukuli S. Chikuba is serving as Permanent Secretary at the Ministry of Finance and National Planning in charge of Budget and Economic Affairs.
He has extensive experience in macro-economic policy management, commerce and debt management and banking sector.
His role as a Permanent Secretary involves ensuring successful preparation and execution of the National Budget, collaboration with the Zambia Revenue Authority, Bank of Zambia and interaction with other economic players such as think tanks, regulators of capital markets, pensions and insurance.
Mr. Chikuba has also served on a number of boards, inlcuding those in the mining sector, pensions, state-owned companies and non-government organisations.
Mr. Mukuli Chikuba has a Bachelor’s Degree In Economics; Master’s Degree In Development Studies, a Master’s Degree in Business Administration (Finance) and is a candidate for a Doctorate in Business Administration.
Mr. Chibwe Mulonda is responsible for internal audit services in Government.
Mr. Mulonda is an experienced financial management professional with over twenty (20) years’ experience in the public sector. He champions the strengthening of internal controls in the public service in order to prevent/resolve audit queries through collaboration with stakeholders and raising awareness about internal auditing and the value it brings in the workplace.
He is a member of the Zambia Institute of Chartered Accountants (ZICA) and Institute of Internal Auditors (IIA) in Zambia. He is a proven organiser and manager of people from diverse backgrounds.
Mr. Mulonda is a holder of the Association of Chartered Certified Accountants (ACCA) professional qualification, a Master of Business Administration and a Bachelor of Laws Degree holder.
