Budget Process

This page provides a summary of the budget policy priorities, process, key dates and timelines, as well as ways stakeholders can engage the Ministry.

 

The following are the 2022 budget policy priorities:

 

Economic transformation and job creation;

Human and social development;

Environmental sustainability; and

Good governance.

 

The Budget Process timeline as outlined in Part IV of The National Planning and Budgeting Act, No. 1 of 2020.

  1. Budget Policy Paper: Second Friday of April of each year.
  2. State and non-state actor’s submission of budget policy proposals: Last Friday in April of each year.
  3. Policy hearing: Consultations on Budget Policy Paper: Second Friday in May each year.
  4. Submission of Budget policy concept paper: on or before the second Friday of June each year, submit a budget policy concept paper to Cabinet for approval.
  5. Submission of Budget Performance Reports: Last Friday of June or the end of the second sitting in a financial year, of the National Assembly, whichever is later.
  6. Green paper on Medium Term Budget Plan: on or before the first Friday of July each year, submit paper to Cabinet for approval.
  7. Public consultation on Green Paper: Second Friday of July each year.
  8. Budget Call Circular: Second Friday of July each year.
  9. Submission of Budget Framework Paper: Second Friday in August
  10. Review of Budget Framework Papers: Between Second Friday and Last Friday of August each year
  11. Budget Hearing: Last Friday of August each year
  12. Consolidation of the Budget and Preparation of the National budget policy statement: before last Friday of September each year.
  13. Presentation of the Budget to National Assembly: Last Friday of September each year
  14. Budget Debates and Approval: At this stage, respective Ministers will be required to table their Ministerial Budgets before the National Assembly. They will be required to demonstrate how the budgets will achieve Government’s overarching objectives and will respond to questions raised by the Honourable Members of Parliament.
  15. White paper on Medium Term Budget Plan: within thirty days from the beginning of the financial year, following the approval of the national budget by the National Assembly, publish the Medium Term Budget Plan as a white paper.
